Worker killed in bunker tank blast

CAMP OLIVAS – A worker was killed while another one is in serious condition when the bunker tank of an asphalt plant exploded in Barangay Paligui, Apalit town on Tuesday.

In a report, Superintendent Homer Penecilla, chief of police of Apalit, identified the fatality as Ernesto Alvares, 60, of Subic, Zambales.

Still undergoing medical treatment at the Mother Theresa of Calcutta Hospital in the City of San Fernando is Elmo Oplas, 44, of Barangay Sto. Niño, San Simon town.

Penecilla said the victims, who are workers of the 4B Construction Corporation, were installing pipes at the top of the bunker tank using a welding machine when the explosion happened.

According to reports, the heat from the welding machine might have caused the explosion.

A fire started after the explosion, causing the victims to suffer from serious burns in different parts of their bodies, Penecilla said.

The victims were immediately taken to the Apalit Doctors Hospital, but Alvares was declared dead on arrival due to severe burns.

Oplas was later transferred to Calcutta for further medical treatment.

Firefighters from Apalit and nearby towns helped put out the fire which lasted for an hour, Penecilla said. (Ric Sapnu)

Massive cleanup after polls urged

CITY OF SAN FERNANDO – A senator called on the public, including her staff and supporters, and other political candidates in Central Luzon to join in the “Oplan Linis” scheduled after the election day on Monday.

Re-electionist Senator Loren Legarda, a staunch environmentalist, said all her regional political officers will be responsible for cleaning up and gathering her campaign materials like posters and tarpaulins in every city and municipality across the country.

In order not to put to waste these campaign materials, the senator plans to donate them as recyclable materials. She also plans to mount an exhibit in the Senate to showcase arts from trash.

“The trash or garbage from the campaign has an effect on the environment. It behooves all candidates to instruct their campaigners and supporters to gather their trash and practice proper waste segregation,” she said.

Legarda is the principal author of the Solid Waste Management Act of 2000, which provides for recycling, as well as segregation of garbage at its source, segregated transportation, processing, treatment, and proper disposal of solid waste.

She said local government units (LGUs) should also be at the forefront of this massive cleanup drive after the elections.

Legarda also enjoined every Filipino to ensure that Monday’s midterm elections are clean, orderly and peaceful, as she also called for the protection of deputized election officers and personnel, including teachers.

“It is not only the Commission on Elections (Comelec) employees and uniformed personnel who have the duty to ensure a clean, orderly and peaceful election but everybody, from candidates to their supporters to ordinary folk,” Legarda said.

“All of us have the obligation to protect the sanctity of the ballot and to make sure that the voting and counting are devoid of controversies or questions,” she said.

Naguit calls for sobriety

MINALIN — Reelectionist Mayor Arturo Naguit pleaded for sobriety amid the reported rising election-related violence in this fourth district town.

On Friday evening, Arnel Mandap of Purok 1, Barangay San Francisco 2, a physically challenged supporter of Naguit, was reported by elements of the Minalin Police to have been mauled — and is on the risk of getting blind — by an alleged supporter of comebacking Mayor Edgar Flores, who was identified as one Kagawad Henry Garcia of the same barangay.

The same suspect, authorities said, led a group who allegedly tried to maul his brother Paciano Garcia of San Francisco 2 recently, because the latter was a supporter of Naguit’s Team Magserbisyu.

Also on Friday evening, police nabbed another alleged Flores supporter, one Garry Sunga Fabian, of Barangay Sto. Rosario, for carrying a Bersa SA caliber .38 hand gun loaded with seven live ammunitions as he reportedly tried escaping after a commotion between feuding supporters of the opposing camps in front of the Minalin Health Center in Barangay San Nicolas, near the residence of Naguit.

Naguit called on his supporters not to retaliate and the opposing camp to stop perpetrating further “acts of violence and harassment.”

He told Sun.Star Pampanga that he had been bearing the brunt of accusations, lies, and mudslinging which he tolerates in the name of peace.

He said he will enforce the full arm of the law to those found abusing the rights of others.

“In my ears of service as a councilor and mayor I never abused anyone or tolerated violence, if any, perpetrated by my camp. To me, everyone is equal under the law. We are a government of laws and not of men. You can be rest assured that I will enforce the law on those who violate it,” Naguit said.

Earlier, a village chief from Barangay San Francisco 2 here identified as Elias Magat 68, executed a sworn statement before the local police that Naguit had allegedly badmouthed him and issued unacceptable remarks, which according to him is tantamount to conduct unbecoming of a public official.

The village chief noted that this incident happened in front of his house while having a conversation with another barangay official involving the disagreement on political views of brothers Ponciano and Henry Garcia.

Ex-lawmaker: ‘Withdrawal’ reports ‘bogus’

MACABABE – A former lawmaker who is seeking re-election branded as “black propaganda” and “bogus” the text messages saying he has withdrawn his candidacy in favor of his political opponent.

Former lawmaker Juan Pablo Bondoc (4th district, Pampanga) denied reports of his withdrawal, saying these are the “dirty tactics” of his rival camp to confuse voters.

“We want the public to know that these reports are not true and we are still running for congressman in our district,” Bondoc said.

He said this “black propaganda” is “a sign of desperation” from the opposing camp.

He appealed to his political detractors to avoid mudslinging and instead, focus on issues concerning the people.

For her part, incumbent Representative Anna York Bondoc-Sagum urged the people to reject “money politics,” saying her constituents are “wise voters” and cannot be bought.

Meanwhile, Candaba Mayor Jerry Pelayo, who is vying for a seat in Congress against Bondoc, denied responsibility in the said reports and text messages.

“Wala tayong alam dyan basta tayo ginawa na natin ang ating makakaya at inilahad na natin sa mga tao ang ating mga plano, kung saan malugud tayong tinanggap (We have nothing to do with it; we are doing our best to let people know what our plans are, of which we have been acknowledged),” Pelayo said. Bets hope for peaceful polls

CITY OF SAN FERNANDO – Two mayoralty bets here expressed Sunday their hopes for peaceful and orderly elections today, Monday, amid issues of vote buying and harassment in the province.

“It has been a long, arduous campaign and a fierce race. But I am expecting that the election day in the city will be peaceful with God’s intervention, that our people will remain vigilant because we still have reports of rampant vote buying,” Angeles City Mayor Edgardo Pamintuan, who is seeking re-election, said.

“Still, I am confident that the people of Angeles City will win through me,” he added.

Re-electionist Sto. Tomas Mayor Joselito Naguit said the situation was still volatile up to Sunday afternoon, with reports of gun-poking incidents and similar alleged vote buying by the rival camp.

“The provincial police actually sent us an augmentation force to ensure safe and peaceful elections,” he said.

He said that his camp continues to pray for an honest election, despite the situation, adding he is confident that he has the public’s trust

Public urged to vote

CITY OF SAN FERNANDO — Various local groups and religious sectors called on the public to “go out and vote” as the midterm elections are set today, Monday.

“Go out and vote wisely. Your vote, our future. Today is when we all decide and participate in re-shaping Pampanga in the coming years. It all lies in the hands of the Kapampangan voters,” said Rene Romero, Vice Chairman of the Pampanga Chamber of Commerce and Industry Inc.

Kapampangans from three cities and 19 towns are expected to troop to some 1,647 precincts Monday to exercise their right to suffrage.

Archbishop Paciano Aniceto advised voters to “seek the guidance of the Lord in making their choices.”

“We must pray and seek light from our Good Shepherd, the Lord Jesus Christ, in choosing our future leaders, as He is the one true Divine Leader. Let us also pray that election day will be peaceful and orderly,” he said.

Meanwhile, a team of foreigners will observe the conduct of elections in the province Monday. This is a part of the International Observers’ Mission (IOM) organized by the Compact for Peaceful and Democratic Elections (Compact).

More than 30 foreign members of the IOM, dubbed as the International Team Bantay, hail from 16 different countries namely Sweden, Denmark, USA, Japan, Australia, Germany, Spain, Burma, The Netherlands, Thailand, Afghanistan, Mongolia, Indonesia, Pakistan, Nepal, and Sri Lanka.

Five other teams will also be deployed to Cagayan, Camarines Sur, Masbate, Cebu, and the Autonomous Region in Muslim Mindanao.

According to Compact national coordinator Arnold Tarrobago, the foreign observers are in the country to monitor the first election under the “Tuwid na Daan” administration of President Benigno Aquino III.

Tarrobago said certain “iconic” electoral contests drew the interests of the foreign observers. He noted the electoral races between Ed Panlilio and Lilia Pineda in Pamapanga, Leni Robredo and Nelly Villafuerte in Camarines Sur, and gubernatorial race of Masbate between Fr. Leo Casas and the Kho and Lanete clans, among others.

“These local races are very significant in our political history. It’s a contest between those perceived as carrying a reformist platform and those candidates seen as belonging to longtime political families,” Tarrobago said.

“The observers are curious as to how these local dynamics can shape the political culture of the people in the area,” he added.

Compact said the observers’ mission, which will last for 10 days, will include a general orientation, press briefing, and planning for local monitoring.

“They will stay for five days, including elections day, in the local areas. Prior to the elections, the international observers are given an in-depth orientation on the local political situation, and are accompanied by local host organizations in conducting interviews with different political players and election stakeholders,” Tarrobago said

Kambilan mayor bets winnable’

CITY OF SAN FERNANDO– A Manila-based survey group yesterday bared that almost 98 percent of the mayoralty bets of Kapanalig at Kambilan neng Memalen Pampanga (Kambilan) fielded in various municipalities and cities in the province are on their way to victory comes the May 13 elections.

The survey was conducted from April 27 to May 7 among more than 53,000 respondents covering at least 5 percent of the Kapampangan voting population.

Among the leading Kambilan’s mayoralty candidates are Marino Morales (Mabalacat City), Eddie Guerrero (Floridablanca), Ricardo Rivera (Guagua), Yolanda Pineda (Sta. Rita), Amelia Simbul (Sasmuan), Hilario Trinidad (Arayat), Alex Tumang (Mexico), Rommel Concepcion (Sta. Ana), Patrick Gerard Pelayo (Candaba), Paul Flores (Masantol), Arturo Naguit (Minalin), Venancio Macapagal (San Luis), Leonora Wong-Capule (San Simon), Joselito Naguit (Sto. Tomas) and Edwin Santiago (City of San Fernando).

The survey shows two-digit differences, which, according to them, is enough to seal the chances of getting fresh mandates after the elections.

Kambilan’s campaign has been successful as it was able to have unopposed candidates for the local chief executive positions including Mayors Jun Tetangco (Apalit), Condralito Dela Cruz (Porac), Annette Flores-Balgan (Macabebe) and Mylene Pineda (Lubao).

However, it was noted that the remaining two towns, based on the survey, are still highly-contested as competing candidates from the towns of Magalang and Bacolor had shown almost equal strength and resources going into the final stretch of the campaign trail.

With these results, political observers in the province explained that the current political dominance of the candidates of Kambilan Party merely reflected the trust and confidence of the Kapampangan to Governor Lilia Pineda, being the party chairperson, after she served them with full concern and responsibility during her first term.

“Gusto kasi ng tao na ang makakasama ni Nanay sa pamamahala sa bawat bayan ay iyong totoong kaparehas niyang may malasakit upang lalo pang mai-deliver iyong serbisyo sa bawat mamamayan. Dito nakinabang ang mga Kambilan mayoralty candidates. Kita naman natin sa resulta ng survey,” Antonio Salve, a political observer here stated.

Salve further noted that Kambilan candidates benefitted from the high approval rating of Governor Pineda.
Kambilan is a local political party for Kapampangan leaders who stand united in addressing the timely needs of the people.
